Vice President Hsiao Bi-khim anticipated working with Inter-Parliamentary Alliance on China members on trade and technological cooperation, societal resilience, global participation and cross-strait peace.
According to the Presidential Office, Hsiao made the remarks in a speech entitled “Taiwan: A Trusted Partner in a Volatile World,” given Nov. 7 at the IPAC’s annual summit in Brussels.
Hsiao spoke of the common ground of democracy and pluralism that is the foundation for partnerships between Taiwan and Europe. She noted the evolving threats and challenges faced by free societies, including military pressure, gray zone coercion, cyberattacks and disinformation.
Taiwan aims to increase investment in defense to 5 percent of gross domestic product in 2030, the vice president said, adding that the country is committed to expanding whole-of-society resilience: training community emergency response, building backup satellite communication systems, and aligning local and central governments, private enterprises and civic groups in contingency planning.
Hsiao said diversifying supply chains with global partners by investing in strategic industries is also part of Taiwan’s vision to reduce systemic vulnerability. She spoke of the history of Taiwan Semiconductor Manufacturing Company, which was started in the 1980s with assistance from the Dutch company Philips and now is a major investor in Europe.
Chips produced in Taiwan power cars, cellphones, medical equipment and even national defense systems around the world, the vice president said, adding that Taiwan is also working with partners in key areas outside semiconductors including artificial intelligence, biomedicines and pharmaceuticals, energy technology and next-generation communications.
Hsiao additionally pointed out that, despite being excluded from global organizations, Taiwan has been actively engaged in disaster relief efforts, humanitarian aid, public health and the implementation of sustainable development goals.
Taiwan’s vibrant democracy, its major role in the global economy and its reputation as a responsible partner makes it an indispensable player in worldwide peace and prosperity, Hsiao said. (POC-E)
