The Anti-Corruption Branch (ACB) of Delhi has taken pharmaceutical distributor Rajiv Rangila into custody in connection with a multi-crore corruption case involving the procurement of medicines, diagnostic machinery, and surgical consumables for state-run healthcare facilities.
The 47-year-old businessman, who had left India shortly after an FIR was filed on June 2, was formally arrested following his return from the United States and subsequent surrender to the ACB. Following his arrest, investigators presented him before a local court, which remanded him to four days of custodial interrogation to facilitate further inquiries.
Prior to his detention, authorities had issued a Look-Out Circular against Rangila and initiated proceedings to declare him a proclaimed offender. Investigators describe him as a central orchestrator and the primary financial beneficiary of the illicit proceeds, estimated to be around ₹750 crore. According to officials, Rangila established four separate front entities—nominally helmed by acquaintances and staff members to secure government supply contracts while circumventing established public procurement regulations.
With more than two and a half decades of experience supplying hospitals, Rangila reportedly used his familiarity with institutional procedures to bypass oversight mechanisms in collusion with senior health department administrators. He is alleged to have acted as the bridge connecting private vendors with officials from both the Directorate General of Health Services (DGHS) and the Central Procurement Agency (CPA).
Rangila is the fourth individual apprehended in this investigation. The ACB previously took into custody three prominent figures: former DGHS Director General Vatsala Agarwal, former CPA chief Vinod Kumar Ranga, and CPA Deputy Controller of Accounts Neeraj Chopra.
The formal case originated after the Delhi Directorate of Vigilance carried out inspections at the CPA office and reported wide-ranging irregularities. The scrutiny focuses on disputed contracts for surgical consumables, oral rehydration salts, anaesthesia workstations, and radiological equipment including C-Arm and portable X-ray systems.
Rangila, who resides in Priyadarshini Vihar in East Delhi and holds property assets across Delhi, Haryana, and Uttarakhand, also ran an unsuccessful bid as an independent candidate for the Karnal constituency in the 2014 Haryana assembly elections.
