India has taken a significant leap in modernizing its civil aviation sector with the launch of the Electronic Personnel License (EPL) for pilots. Union Minister for Civil Aviation Ram Mohan Naidu introduced the initiative, making India the second country in the world to implement digital pilot licenses, following approval from the International Civil Aviation Organization (ICAO).
Replacing traditional physical licenses, the EPL will now be available in a digital format, accessible through the eGCA Mobile Application. This transition is expected to streamline the licensing process while enhancing security and transparency. The initiative aligns with the Government of India’s vision for “Ease of Doing Business” and “Digital India”, ensuring a seamless experience for aviation professionals.
The adoption of EPL follows ICAO’s Amendment 178 to Annex 1 – Personnel Licensing, which encourages electronic licensing for improved efficiency and security. While leading aviation nations are still in the process of implementing similar systems, India has swiftly taken the lead in this transformation, setting a global benchmark.
For years, the Directorate General of Civil Aviation (DGCA) issued pilot licenses in smart card format, with over 62,000 such licenses already distributed. In 2024 alone, nearly 20,000 pilots required printed card licenses, averaging 1,667 cards per month. With the introduction of EPL, the reliance on physical licenses will be gradually phased out, reducing delays and cutting down on plastic and paper usage, contributing to environmental sustainability.
Emphasizing the growing demand for aviation professionals, Minister Ram Mohan Naidu highlighted that India’s rapidly expanding civil aviation sector would require approximately 20,000 new pilots in the near future. He said that pilots are the backbone of the industry, and digital initiatives such as eGCA and EPL will enhance their global employability while ensuring real-time access to their credentials for security operations.
The launch of EPL is part of a broader push towards digital transformation in Indian aviation. The government has already introduced several groundbreaking initiatives, including the eGCA platform for licensing, the Digital Sky Platform for drones, and the Electronic Flight Folder (EFF) for airline operations. These efforts collectively aim to modernize the aviation sector and position India as a leader in digital aviation solutions.
