But the woman, visiting her mum, pointed out this was not made clear.

Her Mercedes also meets Euro 6 standards so is not liable for the £12.50-a-day charge.

She got a letter from Euro Parking Collection, issuing fines to foreigners on eco-zealot Mayor Sadiq Khan’s behalf.

It took five months for the firm to admit she did not have to pay.

The woman, in her 50s, said: “It is disgusting, a scam. I wonder how many foreigners have just paid up because of the nasty letter and threats?”

TfL said: “We apologise for any distress caused.”

Ulez has been met with staunch opposition since it expanded to London’s outer boroughs last month with cameras vandalised and TfL vans daubed with graffiti.

And on the outskirts of London, banners can be seen on several roads reading “NO TO ULEZ”.
