Kim’s mandate triggers urgent inspection of construction projects in South Pyongan province

Following Kim Jong Un’s announcement of three new construction tasks at a recent meeting of the Regional Development Project Council, South Pyongan province’s party committee has launched emergency inspections of ongoing projects. The urgent review is aimed at assessing the progress of existing construction and evaluating the feasibility of implementing the additional tasks, all part of Kim’s “20×10 regional development policy” unveiled earlier this year.

According to a source in the province on Tuesday, the provincial party committee has organized small inspection teams composed of party and government officials and technical experts in fields such as construction, civil engineering, electricity, science education, medicine and grain, and sent the teams to sites where provincial factories are under construction.

South Pyongan province’s party committee instructed the inspection teams to report to it immediately not only on any problems encountered at the projects, but also on any specific goals that need to be adjusted. The teams were also instructed to devise solutions and countermeasures for these problems, and to seek the committee’s assistance if necessary.

In particular, the committee emphasized that the main objective of the inspections is not to correct any deficiencies found, but rather to confirm that the policies are being implemented correctly on the ground before looking for problems.

In addition, the committee intends to use this inspection to carry out Kim’s orders to thoroughly study and work out the details of the plans for the expanded 10-year regional development goals so that a decision can be made at the December plenary session.

“Obviously, one reason why the provincial party committee is taking so many precautions in implementing the three construction tasks added to the regional factory construction under the 20×10 regional development policy is so that it can successfully carry out the tasks presented by the marshal (Kim Jong Un),” the source said.

However, the source said another dynamic is at work as well. “The officials here in South Pyongan province witnessed the chaotic dismissal of a large number of their counterparts in North Pyongan and Jagang provinces during the severe floods in late July, so they know that anything that goes wrong with the construction tasks could lead to another bloodbath. So they want to be vigilant and take measures to prevent a disaster.”

While presiding over a meeting of the Regional Development Project Council on Aug. 31, Kim added three more construction projects – namely, city and county hospitals, technology distribution centers, and granaries – to the regional factory construction already underway under the 20×10 regional development policy.

“The three newly added construction tasks are fully in line with the party’s policy of regional construction, technological prioritization and public welfare programs. Performing these tasks with the understanding that they are essential to the doctrine of achieving the balanced development of the whole country at the same time is an urgent task we’re facing,” Kim stressed.
