N. Korea launches factory inspections to enforce localization laws

North Korean authorities are inspecting factories and enterprises in North Hamgyong province to verify compliance with localization laws for supplies, equipment, and raw materials. The inspections, which began in mid-October, aim to assess how thoroughly businesses are following regulations requiring the use of domestic resources.

According to a source in the province recently, the latest inspection goes beyond simply determining the results of localization efforts. Instead, it focuses on how faithfully entities are implementing localization measures in line with standards demanded by the state and whether officials firmly adhere to related regulations.

North Hamgyong province’s party committee launched inspections to ensure businesses comply with localization principles for supplies, equipment, and raw materials, with the broader goal of establishing more effective domestic resource systems.

According to the source, the inspections reflect the government’s emphasis on localization as key to national development, focusing specifically on how factories and enterprises have acquired and implemented local science and technology.

“The provincial party committee said it desperately needed to evaluate how officials had acquired and applied science and technology to stress the importance of science and technology in efficiently using resources and creating new resources,” the source said.

“The provincial party committee repeatedly stressed that prioritizing science and technology was the shortcut to localization success and the development of science and technology was necessary to realize the localization of supplies and equipment,” he added.

However, officials at enterprises complain that even if they use resources as efficiently as possible through science and technology and create new resources, many limitations remain and expecting tangible results is premature. 

They say localization efforts through science and technology still require much research and that producing results in just one or two years is impossible.

“Officials who know full well that localization efforts won’t bear fruit through responsibility and determination alone given the terrible conditions they face. They are waiting to see how well they score in this inspection with trepidation,” the source said.
