North Korean authorities have begun a sweeping investigation into human trafficking allegations within their border security forces. The probe was triggered by testimony from a female defector who voluntarily returned to North Korea from China in early February.
On March 2, the Korean People’s Army (KPA) state security bureau dispatched about ten investigators to the headquarters of the 27th Brigade in Chongjin, North Hamgyong province. According to a military source, the investigation follows claims from a woman in her 30s who had illegally left the country seven years ago.
During her interrogation, the woman revealed she had crossed the Tumen River into China with help from soldiers of the 27th Brigade who were part of a cross-border human trafficking network. She provided specific details about the soldiers involved, including their names, ranks, and positions.
The case was escalated to the Ministry of State Security, which then coordinated with the KPA state security bureau to launch a comprehensive investigation. They agreed that civilian traffickers would be investigated by provincial authorities, while military personnel would be handled by the KPA security bureau.
The KPA security bureau appears determined to use this investigation to restore discipline within border patrol units. Investigators have directed the 27th Brigade to make eliminating human trafficking and corruption their top priority for the first half of the year.
The investigation team plans to remain at the 27th Brigade headquarters throughout March. They are keeping the probe relatively quiet to prevent accused soldiers from deserting or behaving erratically.
For former military personnel implicated in trafficking, investigators have alerted security departments in their current residential areas. These individuals have been brought in for questioning, sending a message that even those discharged from military service remain accountable for crimes committed during their service.
The investigation has created significant tension within the 27th Brigade. Beyond this unit, investigators have ordered security departments across all border patrol units in North Hamgyong, Ryanggang, Jagang, and North Pyongan provinces to encourage self-reporting of trafficking activities from the past decade, with results expected by month’s end.
The defector’s return and subsequent testimony is expected to trigger a wave of investigations and prosecutions throughout North Korea’s border security forces.
