The Executive Yuan unveiled the fifth national report on the implementation of the U.N. Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) Dec. 10, highlighting government commitment to protecting women’s rights.
 
Taiwan announced a CEDAW enforcement act in 2011, put the act into practice in 2012 and stipulated that every four years a national report on results should be submitted. To date, the EY said that four reports have been published: in 2009, 2013, 2017 and 2021.
 
The latest report presents elimination of prejudice toward women, enhancement of women’s rights and the facilitation of gender equality between 2021 and 2024. In 2023 Taiwan ranked first in Asia and sixth in the world on the Organisation for Economic Cooperation and Development Social Institutions and Gender Index, and in 2024 the percentage of female legislators reached 41.6, the highest in Asia, the EY stated.
 
Other substantive progress in promoting CEDAW included: providing childcare subsidies for children under the age of six, establishing family- friendly practices for working parents and creating a gender equal education environment. In addition, laws such as the 2021 Stalking and Harassment Prevention Act and the amendment of 2023 Domestic Violence Prevention Act offer protection to women who are the majority victims of these crimes.
 
Despite Taiwan not being a member of the United Nations, review of the fifth national report will follow U.N. CEDAW committee procedures and five international experts will be invited to participate and offer advice in the July 2026 evaluation, the EY added. (POC-E)
