MOC lauds Culture Points results

The Ministry of Culture Jan. 22 lauded positive results from the Culture Points initiative, underscoring government success in encouraging the younger generation to pursue cultural experience and support art and culture.
 
The points, each equivalent to NT$1, can be redeemed at designated bookstores, exhibitions and museums, for screenings of Taiwanese film, art, and performances. Points can be maximized by methods including shopping at independent bookstores and inviting friends, which give bonus points.
 
According to the MOC, the initiative was launched in 2023 by providing 18- to 21-year-olds with 1,200 Culture Points. Expanded in 2024 to include 16- to 22-year-olds, the program began offering 600 points to teenagers from 13 to 15 years old in 2025. From 2026, citizens and residents of Taiwan aged 13 to 22 can claim 1,200 Culture Points, the ministry said.
 
Statistics from the MOC showed that in 2025, the overall collection rate was 82 percent and the utilization rate topped 93 percent, with the amount spent by consumers reaching NT$1.665 billion (US$52.7 million), boosting cultural industry sales value to NT$2.5 billion. The group aged 13-15 had a collection rate of nearly 70 percent, which shows that the need for expanding youth participation. Since Jan. 1, 2026, around 815,000 people have collected the points, bringing the rate to 40 percent with the amount spent by consumers hitting NT$190 million.  
 
As for industry experience of the program, some publishing agencies’ sales grew by as much as 90 percent, the MOC said. Art and culture ticket sales platform data further shows that around 50 percent of teenagers continue to buy tickets using Culture Points and over 80 percent of tickets for Taiwanese films were bought with the points, the ministry noted.
 
To publicize the initiative, the MOC designed a Culture Points spending game on its official app in Jan. 2026. Players level up in the game by spending points, logging in to the app weekly, collecting Taiwan-designed characters badges like A-ma, and completing seasonal missions.
 
From Jan. 1, citizens of Taiwan and eligible foreign nationals born between Jan. 1, 2004, and Dec. 31, 2013, are able to claim Culture Points valid until the end of 2026 through the MOC app, the ministry said. Those without smartphones can contact the MOC’s customer service line to apply for a paper-based QR code. (YCH-E)
