The Ministry of Foreign Affairs NGO international affairs personnel training course was launched Nov. 29 at the Taipei Fine Arts Museum, highlighting government commitment to expanding global participation by domestic NGOs.
 
The two-day event comprising a series of lectures focused on how the integrated diplomacy approach has facilitated Taiwanese NGO engagement in the international community, and was attended by ambassadors-at-large Wu Yung-tung and around 200 NGO leaders and members, think tank representatives and students.
 
Program highlights included an address by Chiang Zhen-wei, director general of the MOFA Department of NGO International Affairs, on how the government cooperates with NGOs to create an integrated diplomacy approach; NGO leaders shared experience on ways to implement medical care and humanitarian assistance overseas; and TFAM Director Loh Li-chen gave a speech on how to offer urban diplomacy through culture and art.
 
Deputy Foreign Minister Chen Ming-chi said that Taiwanese NGOs have long worked with international NGOs on public health, humanitarian aid, environmental protection, cultural exchange and sustainable development, and to assist them to serve as a key force in expanding Taiwan’s international participation. Their flexibility and rapid response fully embody the spirit of Taiwan Can Help and the values of Team Taiwan, he added.
 
Chen also noted that Foreign Minister Lin Chia-lung’s integrated diplomacy approach emphasizes intragovernmental cooperation, public-private partnership and whole-of-society participation, which is encapsulated in the concept “everyone is a diplomat.” Taiwanese NGOs are the government’s best partners to advance diplomacy, he said, looking forward to their continued role as a voice for Taiwan at international events.
 
According to the MOFA, the course will also be held Dec. 13-14 at the Lanyang Museum in Yilan County, and Dec. 27-28 at the Southern Branch of the National Palace Museum in Chiayi County.
 
Launched in 2004, the course aims to keep domestic NGO professionals up to date on global trends and strengthen their international affairs expertise. (YCH-E)
