Taiwan was listed second in the National Entrepreneurial Context Index released Feb. 27 by Global Entrepreneurship Monitor, according to the Ministry of Economic Affairs’ Small and Medium Enterprise and Startup Administration.
 
In the 2025/2026 edition of the NECI, the United Arab Emirates came first among 53 major economies assessed in the survey. Saudi Arabia, Lithuania and India were rated third, fourth and fifth, respectively.
 
The report is a study of entrepreneurship published since 1999 by the Global Entrepreneurship Research Association of the London Business School.
 
According to the report, Taiwan’s entrepreneurial environment in 2025 remained one of the strongest in the world. Among 13 framework conditions that comprise the overall score, Taiwan is second in Commercial and Professional Infrastructure, Government Policy: Taxes and Bureaucracy, and Physical Infrastructure.
 
The country is third in Ease of Entry: Market Dynamics, Entrepreneurial Education Post-School, Government Policy: Support and Relevance, Research and Development Transfers, and Social and Cultural Norms.
 
In particular, the report pointed out that Taiwan, Norway, Sweden and the UAE are the only four economies rated as excellent for prioritizing both sustainability and AI awareness. Taiwan is well positioned for continued innovation and inclusive growth, the survey added.
 
Amid global uncertainties such as supply chain restructuring and geopolitical challenges, the NECI rankings represent a strong vote of confidence for Taiwan’s resilient startup environment and reflect success of continuous government policy to promote innovation and entrepreneurship, the SMESA said.
 
The administration will continue to provide financial assistance, enhance the regulatory and investment environment, and promote global cooperation and market connections for local firms to ensure Taiwan has a key role in the international innovations landscape, the administration added. (SFC-E)
