Taiwan, Sweden exchange experience on carbon tax, ETS mechanisms

Taiwan and Sweden exchanged carbon emissions experience in an event held by the Ministry of Environment April 23 in Taipei City, highlighting government commitment to achieving net-zero goals.
 
Hosted by the MOENV Minister Peng Chi-ming, the physical and virtual event involved Helena Reitberger, head of the Swedish Trade and Invest Council, as well as experts from the Swedish Tax Agency, Martin Solvinger and Mattias Qvist. They shared Sweden’s parallel practice of both carbon tax and the EU Emissions Trading System during the event.
 
ETS mainly covers energy-intensive industries, while the carbon tax targets other sectors and emission sources not included in the ETS, Reitberger said. This dual-track system is designed to price carbon emissions comprehensively and consider the specialties and emission reduction costs of different industries, she added.
 
Reitberger went on to say that Sweden’s strategies emphasize maintaining respectful dialogue between government, academia, business, labor associations and civil society to jointly realize sustainable development.
 
According to Reitberger, since 1990 Sweden has successfully reduced its carbon emissions by 37 percent and doubled its economy. This can be attributed to its near-zero carbon energy structure, the carbon tax implementation in 1991 and the innovative business sector. The data provided by Solvinger further confirmed the positive correlation between GDP growth and carbon emission reductions.
 
In response, Peng said that Taiwan’s carbon fee system was launched earlier this year, noting that the country plans to introduce an ETS to promote a dual-track system as used in Sweden. The MOENV further added that the event will assist Taiwan to formulate relevant policies, vowing that Taiwan will continue to deepen exchanges with Sweden in the field. (YCH-E)
