This monumental decision is set to enhance academic research and foster innovation across disciplines, further strengthening India’s position on the global research stage.
Prime Minister Narendra Modi, during his Independence Day address on August 15, 2022, had underscored the importance of Research and Development (R&D), emphasizing the need for India to advance its innovation capabilities.
He invoked the slogan “Jai Anusandhan,” aligning with the National Education Policy (NEP) 2020, which focuses on developing a research-driven educational system.
The ONOS scheme is a direct manifestation of this vision and an essential element of India’s roadmap to becoming a self-reliant, developed nation by 2047 under the Viksit Bharat@2047 initiative.
The ONOS scheme seeks to democratize access to knowledge by granting all students, faculty, and researchers at government institutions access to world-class research resources.
It covers 6,300 government-managed HEIs and central R&D centres, providing access to over 13,000 international journals from 30 leading publishers.
This initiative will benefit approximately 1.8 crore students, faculty, and researchers across a wide range of disciplines, including STEM, Medicine, Social Sciences, and Finance.
The ONOS scheme provides access to top-tier international journals, promoting high-quality research across diverse fields.
It ensures equitable access to research materials for institutions across tier 2 and tier 3 cities, bridging the knowledge gap between urban and remote areas.
Additionally, ONOS empowers Indian researchers to engage with international scholarly communities, elevating India’s global research presence.
The subscription process will be managed centrally by INFLIBNET, ensuring seamless digital access to resources for all users.
To support this initiative, the government has allocated ₹6,000 crore for the years 2025 to 2027.
Furthermore, the initiative provides ₹150 crore annually to support publication in selected Open Access (OA) journals.
ONOS also offers significant discounts on Article Processing Charges (APCs), making it more affordable for Indian researchers to publish in high-impact international journals.
The phased implementation will inform the design of future expansions of the scheme, with subsequent phases aiming to further enhance research access and quality.
The ONOS scheme complements India’s Anusandhan National Research Foundation (ANRF), supporting R&D activities and providing easy access to international research resources.
