The Ministry of the Interior hosted the 2026 International Exchange on Conscription and Social Resilience Training Aug. 24 in Taipei City as part of efforts to incorporate substitute military service personnel into disaster prevention and rescue work in the future.
Academics and experts from Japan, Latvia, Lithuania, Taiwan, Türkiye, Ukraine and the U.S. shared disaster response case studies and training experience in addition to discussing the application of emerging technologies such as drones, the MOI said. Officials from Taiwan’s central and local government also attended, along with representatives from relevant governmental agencies and from the trade offices of various countries.
Interior Minister Liu Shyh-fang said in remarks to attendees that the government intends to shift the role of the substitute service workforce to strengthen society. She cited the Matai’an barrier lake collapse and Typhoon Danas in 2025 as disasters in which substitute service members were key to evacuation, environmental maintenance and post-disaster relief work.
Liu further emphasized that national security is not about slogans or short-term training, saying that technological advancement and systems improvements are also vital.
The MOI said that the education of the substitute service workforce has expanded in recent years, and now includes training courses comprised of three stages and five modules to improve disaster prevention, emergency medical care and disaster response capabilities to better integrate service members into the societal resilience system.
