The Ministry of Justice issued its third national report under the United States Convention against Corruption April 16 as Taiwan continues to bring anti-corruption regulations and accountability measures in line with global standards.
According to the MOJ, the government promulgated the Act to Implement UNCAC in 2015 to support global anti-corruption efforts and international legal systems, even though Taiwan is not a signatory to the convention.
To ensure detailed examination of UNCAC implementation, the ministry issued the first and second national report in 2018 and 2022, respectively, and invited international experts and scholars to conduct reviews and provide conclusive opinions. The feedback helps the government fine-tune anti-corruption policies.
With input from 18 local experts and reviews from nongovernmental organizations, the third report comprises three volumes. The first provides an overview of Taiwan’s legal and institutional system, best practices and follow-up measures and recommendations about previous implementation, while the second and third cover thematic areas such as prevention measures, asset recovery, criminalization and international cooperation.
The report cited several anti-corruption achievements between 2022 and 2025. These include the establishment of the Integrity Award to recognize probity in governance, as well as amendments to the Criminal Code, Code of Criminal Procedure and Money Laundering Control Act to ensure more effective law enforcement.
The MOJ said it will invite five international experts to Taiwan to review the report in August, and will continue to comply with the UNCAC and strive to enhance the effectiveness of its practices to prevent and combat corruption. (SFC-E)
