The Guarding Critical Infrastructure Amid Cyber Warfare seminar was held April 14 in Ottawa under the Global Cooperation and Training Framework, according to the Ministry of Foreign Affairs.
 
Jointly organized by the Taipei Economic and Cultural Office in Canada and the U.S. Embassy in Ottawa, the event brought together officials and cybersecurity experts from Taiwan, Australia, Canada, Estonia, Finland, Japan, Lithuania and the U.S. to discuss cybergovernance, challenges posed by emerging technologies and undersea cable security. It drew over 100 Canadian officials, parliamentarians and academics and diplomatic delegates from 20 countries.
 
TECO in Canada Head Harry Ho-jen Tseng; U.S. Ambassador to Canada Pete Hoekstra; Kate Logan, Australia’s high commissioner to Canada; Hideaki Ishii, minister and deputy head of mission of the Embassy of Japan in Canada; and Dave Prodger, British deputy high commissioner to Canada delivered remarks during the event, while John Mills, deputy assistant secretary of the U.S. Department of State’s Bureau of Cyberspace and Digital Policy, gave a keynote speech.
 
According to Tseng, cyberresilience is key to national security. Facing more than 2.5 million cyberattacks daily, Taiwan is strengthening its key infrastructure defenses through a whole-of-society approach, he said.
 
Tseng emphasized that submarine cables transmit 99 percent of the world’s data and promoted the RISK Management Initiative on International Undersea Cables proposed by Foreign Minister Lin Chia-lung, urging like-minded partners to deepen cooperation.
 
Since its launch in 2015 by Taiwan and the U.S., the GCTF has become a vital platform for facilitating discussion of solutions to global issues, the MOFA said. The current event in Ottawa demonstrated the importance participating countries attach to critical infrastructure resilience and demonstrated Taiwan’s commitment to working with like-minded countries to safeguard global digital security, the ministry added.
