North Pyongan Province has fallen behind in the national rice seedling transplanting campaign, prompting local authorities to step up efforts to gather information and ensure that enough workers participate in the campaign, Daily NK has learned.
“Since North Pyongan Province ranks last in the national seedling transplanting campaign, the provincial party committee, the provincial people’s committee and the provincial agricultural management committee are taking aggressive measures to unite the public more effectively in the competition,” a source in the province told Daily NK on Thursday on condition of anonymity.
According to the source, North Pyongan Province has learned that the provincial farms, which are hard at work transplanting seedlings, are behind schedule compared to last year. As a result, provincial officials are urging the farms to complete the transplantation by June 5.
Specifically, the provincial authorities have been collecting specific information from the city and county-level agricultural management committees since May 24 on the level of support provided by the various organizations and enterprises and the affiliates of the Socialist Women’s Union of Korea that have been mobilized for agricultural assistance.
The source said that the province’s current plan is to collect the final figures and prepare a report on the entire period of seedling transplantation by June 5 (when the mobilization period for farm assistance ends) or by June 10 at the latest.
“The province intends to make a thorough accounting of whether the various organizations, companies, and women’s union branches provided the exact number of helpers for the transplantation campaign, whether they performed the corresponding number of man-hours, and what level of efficiency they achieved each day,” the source said.
The province has also stressed that during this nationwide mobilization of workers to transplant rice seedlings, not only workers and women union members but also officials of various organizations must stop flapping their jaws and instead set an example by rolling up their pants and wading into the rice fields.
In addition, the province said it will look at how creative each organization has been in finding ways to help farms that have fallen behind or are struggling with a lack of farm tools, fuel, or money.
Provincial officials also mentioned that appearances by housewives with the women’s union and on-the-ground propaganda campaigns by organizations and businesses that breathe new life into farm work will receive extra points in the final evaluation.
“The province said that after the rice seedlings are transplanted, all organizations, enterprises and women’s union branches in the province will be evaluated according to the specified categories and ranked from first to last. Therefore, officials are instructed to prioritize agricultural work and focus on uniting and mobilizing all available members to support the transplantation campaign,” the source said.
In a related development, the province has ordered local machinery factories to produce more parts for agricultural equipment and actively supply farms with parts that are in short supply, the source said. The province added that after the seedling transplantation campaign is over, it will review each and every factor to check the status of production and parts supply.
