The Ministry of Foreign Affairs invited representatives of country offices in Taiwan to witness the New Taipei City’s urban resilience drill Aug. 13 to highlight Taiwan’s defense preparedness and the capabilities of the military and civilian sectors.
Led by President Lai Ching-te and accompanied by Foreign Minister Lin Chia-lung, 22 representatives from 12 countries took part in the inspection, including Raymond Greene, director of the American Institute in Taiwan; Marie-Louise Hannan, executive director of the Canadian Trade Office in Taipei; and Israel Strulov, representative of the Israel Economic and Cultural Office in Taipei.
According to the MOFA, the drill is part of the 2026 Urban Resilience Exercises and the 42nd Han Kuang military exercises. It integrated resources from the central and local governments as well as the private sector, simulating scenarios spanning compound natural disasters and gray-zone threats arising from geopolitical tensions.
Lai first led the heads of ministries and agencies and the representatives to Taipei Medical University-Shuang Ho Hospital to inspect an underground wartime emergency medical center, with particular focus on how it functions under reduced medical capacity. He then led the group to Mega PX Mart’s Tucheng branch to observe the distribution of essential supplies.
The observation of the drill by numerous representatives demonstrates the importance the international community places on Taiwan’s security and cross-strait peace and stability and that Taiwan is not alone when facing shifting regional geopolitics, the MOFA said. The ministry added that Taiwan is also committed to self-reliance and is proactive in ensuring readiness.
The MOFA will continue to coordinate with the central and local governments to deepen cooperation with global partners in disaster prevention and response, healthcare resilience, critical infrastructure protection, information and communications security, and crisis management, it said. Such efforts aim to enhance the global community’s understanding of Taiwan’s defense resilience and consolidate its partnerships with like-minded countries to jointly safeguard peace and stability across the Taiwan Strait and in the Indo-Pacific, the ministry added.
