Taiwan’s Ministry of Education and the Filipino Commission on Higher Education held a working group meeting July 27 in Taipei City to expand bilateral exchanges and promote talent cultivation.
According to the MOE, the meeting focused on the agenda of the 2026-2030 action plan, with priorities including plans by the Filipino government to establish a database of its students in Taiwan; promote Mandarin language learning; expand the Transnational Higher Education initiative to deepen institutional cooperation through dual-degree programs and credit transfer and accumulation; and expand bilateral teacher and student exchanges.
The two sides also agreed to continue offering dual-degree programs and organize short-term training workshops on key fields such as semiconductors, smart agriculture and fisheries, the MOE added.
The ministry said tremendous progress has been made in bilateral higher education exchanges in recent years. Official statistics show that 5,536 Filipino students studied in Taiwan in 2025, up 78.7 percent from 2022.
Among these, 3,590 were degree students, the majority of whom are majoring in engineering, manufacturing, information and communications technology, business administration, and medicine, making the Philippines a major source of international degree students. The Southeast Asian country is also the second-largest source of international internship students at Taiwanese educational institutions in 2026.
To further enhance bilateral education partnership, the MOE said it has set up the International Talent Circulation Base offices in Manila, Bulacan, Iloilo and Mindanao under its International Industrial Talents Education Special Program. (SFC-E)
